साधारण पंधराशे वर्षांपूर्वी महिलारोप्य नगरीत ’अमरशक्ती’ नावाचा राजा राज्य करीत होता. त्याला तीन मुले होती, पण ते तिन्ही राजपुत्र अक्कलशून्य, मूर्ख होते, त्यामुळे राजा नेहमी चिंतेत असे. राजाला नेहमी त्यांची काळजी वाटे. त्यांच्यात राज्य सांभाळण्याची क्षमता नव्हती. त्याच राज्यात ’पंडित विष्णु शर्मा’ रहात होते, त्यांची किर्ती दूरवर पसरली होती. त्यांना राजाने विचारविनीमयासाठी बोलावून घेतले, आणि त्या राजपुत्रांना नीतीपाठ शिकविण्याची विनंती केली, त्यावर विष्णु शर्माने राजाला वचन दिले कि, सहा महिन्यात त्या राजपुत्रांमध्ये देवांचा राजा इंद्राला जिंकण्याची क्षमता येईल. विष्णु शर्मा राजाला म्हणाला," हे राजन्‌! ज्ञानापेक्षा, ज्ञान कसे वापरावे, त्याचा केव्हा आणि कसा उपयोग करून घ्यावा हे महत्वाचे आहे. हे मी राजपुत्रांना शिकवीन. राजपुत्रांनी काय विचार करायचा यापेक्षा कसा विचार करावा हे मी शिकवीन. त्यांच्यात जगावर राज्य करण्याची क्षमता उत्पन्न होईल."यावर राजाने राजपुत्रांना विष्णु शर्मा सोबत पाठविले. आणि विष्णु शर्माने त्यांना प्राणी आणि मनुष्याच्या गोष्टीरूपाने ज्ञान दिले, जेणेकरून राजपुत्र सर्व विद्येत, व्यवहारज्ञानात पारंगत झाले.

1500 years ago in India there lived a king called Amara Shakti, in Mahilaropya nagari, who had three sons. These boys were a constant worry for the king. They paid little attention to their lessons and showed no signs of ever being able to take over thekingdom. In great anxiety the king consulted with Vishnu Sharma, who promised that in just six months he could make theprinces as wise as the great lord of heaven, Indradeva. "Mighty king," said the sage, "more important than knowledge isknowing how to use it. I will teach this to your sons. They will learn how to think, not what to think. Then they will be ready torule the world."
So the king sent his sons to Vishnu Sharma. The sage then began to tell them stories. "These tales of animals and men," hesaid, "will awaken your intelligence and make you equal to the gods." At the age of eighty Vishnu Sharma undertook to teachthree unruly princes in six months in the art of governance. Then Vishnu Sharma,told the fascinating stories to princes who after hearing these tales became "as wise as the king of the gods." which took the form of five separate books – The Panchatantra, or ‘Five Wise Lessons’.
